Idaho SUD Provider Stabilization Grant Program

About the Program:

The Provider Stabilization Grant Program (PSGP) is designed to provide financial support to providers of substance use disorder (SUD) and recovery support services (RSS) who have experienced financial hardship due to the COVID-19 pandemic. Applicants must demonstrate lost revenue and incurred specific expenses during the period of March 1, 2020, through December 31, 2021. Calculated payments will be reduced by funds received during the same period through any of the COVID relief programs.  

Who is eligible to apply for this program?

Providers currently providing services funded by the Substance Abuse Treatment Block Grant are eligible for this grant program, which includes all providers currently in the BPA Health SUD network.  Specific eligibility requirements apply as outlined in the application and Terms and Conditions

How do I qualify? 

Potentially eligible providers must submit a complete application including: 

  • 2019-2021 tax returns (or 2019-2020 if 2021 tax return is not yet complete) 
  • 2019-2021 monthly financial statements 
  • Documentation of all supplemental COVID relief funds received

What is ‘lost revenue’ and how are payments calculated? 

“Lost revenue” refers to revenue a provider lost due to COVID-19. This may include revenue losses associated with fewer visits, cancelled procedures/services, increased agency costs directly attributed to the COVID-19 pandemic or government-directed shutdowns.  

Lost revenue will be estimated for the impact period (March 1, 2020 through December 31, 2021) by comparing total revenue from all sources in that period to an “average” month from the applicant’s historical baseline. Stabilization payments will be made of up to 33% of historical revenue, and not to exceed estimated revenue lost.  

Grant requests will be individually evaluated against the program criteria.  Grant applications may be partially or fully approved in accordance with program criteria.  Once all applications have been evaluated, a total eligible request amount will be determined.  

Important Dates: 

February 10 – April 8, 2022 – Application period open                                 

May 23 – June 3, 2022 – Funding period
